Call for Offers: Remote Sensing Research Services under EP for Birds LIFE

1. Subject

BSPB invites offers for the provision of research and scientific services for the implementation of Task T.2.3 – Developing a remote sensing method to identify hotspots for bird mortality caused by power lines under the LIFE-funded EP for Birds LIFE project.

The service concerns the development, testing, validation, and documentation of innovative methodologies based on remote sensing, Earth Observation, UAV surveys, GIS, and computer vision techniques, aimed at improving the identification and monitoring of bird mortality along power lines in Bulgaria.

2. Contract value

The maximum contract value is EUR 73,000 (seventy-three thousand euro), VAT-inclusive.

BSPB is not VAT registered; therefore, VAT is considered an eligible cost where applicable.

3. Duration

The expected duration of the contract is up to 36 months, aligned with the implementation schedule of the EP for Birds LIFE project.

4. Eligibility

The procedure is open to international applicants.

Eligible tenderers are research institutes, universities, or equivalent research organisations with proven expertise in:

• remote sensing and Earth Observation;
• UAV-based data acquisition and processing;
• GIS and spatial analysis;
• computer vision and/or machine learning applied to environmental or ecological studies.

Joint applications are permitted but require a consortium agreement and the designation of a lead partner.

5. Language

• Offers must be submitted in English.
• The working language of the contract and all deliverables shall be English.

6. Award criteria

The contract will be awarded based on the best quality–price ratio, with the following weighting:

• Technical quality: 80%
• Financial offer: 20%

Only offers achieving the minimum technical quality threshold defined in the enclosed Terms of Reference will be admitted to financial evaluation.

8. Deadline for submission

The deadline for submission of offers is: 16 March 2026, 18:00 (EET)

Offers received after this deadline will not be considered.
